Pemerintah akhirnya menerbitka dasar hukum tentang kenaikan gaji yang baru bagi PNS tahun 2013. Pemerintah (Presiden RI) pada tanggal 11 April 2013 telah menandatangani Peraturan Pemerintah Nomor 22 Tahun 2013 tentang Perubahan Kelima belas atas Peraturan Pemerintah Nomor 7 Tahun 1977 tentang Peraturan Gaji Pegawai Negeri Sipil
Seperti perubahan terhadap PP Nomor 7 Tahun 1977 sebelumnya, PP Nomor 22 Tahun 2013 berlaku surut terhitung mulai tanggal 1 Januari 2013. PP tersebut selanjutnya akan ditindak lanjuti dengan Petunjuk Teknis (Juknis) dari Dirjen Perbendaharaan sebagai dasar pengajuan gaji PNS kepada KPPN. Karena pengajuan gaji bulan Juni selambat-lambatnya diterima oleh KPPN tanggal 15 Mei 2013
